WHM gives you the ability to create individual, separate cPanel accounts per domain name.
Generally, users who get Level 1 and/or 2, get it for personal usage.
If a user wanted to re-sell the service, they'd be looking for level 3 and/or 4. The higher you go, the more space/bandwidth and accounts you can create.
